APPEALS CANNOT BE DEALT WITH OVER THE PHONE OR VIA THE PARKING CONTROL OFFICER
All vehicles are photographed during the vehicle penalising process, so that the contravention of the site/development regulations can be confirmed in the case of a dispute.
Appeals will not be considered for the following reasons:
- Permit fell down but I have one
- Permit in car somewhere but not visible
- Forgot to display permit, Lost permit
- Waiting to receive permit
- There was nowhere else to park
- Someone gave me permission
- The land belongs to me, I pay rent
- Someone parked in my bay
Appeals will only be considered if made within 14 days of the penalty date. Appeals made to third parties do not constitute an appeal to LCS Parking Control.
Should you wish to pursue an appeal, this service is free. Should you require a written response then please enclose a, s.a.e. In order for your response to be sent. If however you require copies of photographic evidence used in the deliberation of your appeal, there is a processing and administration fee of £15.00 payable to LCS Parking Control. A cheque or postal – order totalling this amount should be sent to the above address along with your appeal letter. Within your appeal letter you must include a copy of the receipt issued to you and to which you are disputing. Your appeal must also contain your name and address. If you fail to provide the above information you’re appeal will not be processed. Appeals via email are permitted: appeals@lcsparkingcontrol.co.uk
Process
In the first instance a panel of two LCS Parking Control administrative staff members will consider all applications for appeals; this excludes mobile patrol officers involved with the issuing of the penalty. The panel will rely on information such as photographic evidence, telephone conversations, site regulations and information supplied in the appeal application by you when adjudicating the appeal.
Once a decision has been made the decision is entered onto the LCS Parking Control Database, and a decision is sent out via the post/email to the applicant (only if s.a.e. enclosed). Should you wish to chase your appeal, you are advised not to do so until 30 days have elapsed. If we have deliberations, which would take us out of the 30-day period, you will be advised in writing. No appeals are replied to via fax. After 30 days have elapsed and you have not received a response, please feel free to contact the LCS Parking Control control rooms, confirming your name, telephone and vehicle index number to which you made the appeal and they will advise you of the status, please note they can only advise you of the decision and request a copy of the decision to be sent out if you have failed to receive the original replies.
If the decision is not to the satisfaction of the appellant, then the appellant may further write in to request a further adjudication and LCS Parking Control take advice from an independent external source. If the appellant wishes to pursue the second appeal an administration charge of £25.00 must be sent to LCS Parking Control in order for the process to be administered. This fee will be refundable if the case is found in the favour of the appellant.
Any and all information will be kept in the strictest of confidence. We aim to reply with a decision within 30 days of receiving the letter (please allow an additional 5 days for cheques to be cleared) if the photographic evidence supports your claim, and you have paid to receive the photographic evidence, the processing charge will be refunded and the Clamp Charge and or Vehicle Removal Charge(s) may be cancelled.
In accordance to the internal guidelines as laid down by LCS Parking Control, any appeal not responded to within 45 working days, will be subject to a £10.00 compensation fee to the appellant regardless of the appeal circumstance.
The Security Industrial Authority (SIA) is a professional body who regulate and issue our individual Vehicle Immobiliser licenses.
The appeal or information given above does not affect your statutory rights.
